Trail Master Plan for the Santa Rosa Valley

Overview:

The Resource Management Agency, in cooperation with local residents, created a Trail Master Plan for the Santa Rosa Valley, a rural residential community in unincorporated Ventura County, tucked between the cities of Moorpark and Thousand Oaks. The Santa Rosa Valley Trail Master Plan formally recognizes a system of "multi-use trails" for pedestrians, bicyclists, equestrians, and other users. The Santa Rosa Valley Municipal Advisory Council (MAC) served as the forum for the community’s review, discussion and action on the Trail Master Plan prior to its consideration by the Board of Supervisors.

A complete copy of the Santa Rosa Valley Trail Master Plan can be downloaded and viewed here. The Trail Master Plan includes an assessment of the current and proposed trail system conditions, design standards, a trail development plan, and operation and maintenance guidelines. The Trail Master Plan is not intended to serve as a trail development commitment and therefore does not include a funding program nor does it establish a construction schedule. As part of the Trail Master Plan preparation an Environmental Document was prepared to evaluate the environmental impacts associated with the Santa Rosa Valley Trail Master Plan. The review concluded that the proposed project may have a significant effect on the environment; however, mitigation measures are available that would reduce the impacts to less than significant levels. Both the Santa Rosa Valley Trail Master Plan and the associated MND were adopted by the Board of Supervisors on December 9, 2014. The Board then directed that the Trail Master Plan be incorporated into the County General Plan.  Accordingly, a proposed General Plan Amendment (GPA) is being prepared and is scheduled to be brought to the Planning Commission on July 16, 2015 for consideration.  Following review and action by the Planning Commission, the GPA will be brought to the Board of Supervisors for final review and adoption.  The Board of Supervisors hearing has been scheduled for October 20, 2015.  Both the Planning Commission and Board of Supervisors hearings will be held in the Board of Supervisors’ Hearing Room in the County Hall of Administration, 800 South Victoria Avenue, Ventura, CA.  The public is invited to submit comments at either hearing or in writing.  Written comments can be submitted Chris Stephens, Resource Management Agency, via e-mail to: chris.stephens@ventura.org
