Planning Division

Counter Hours: 8:00 AM to 2:00 PM, Monday through Friday

The Planning Division provides land use services to the public in the areas of residential, commercial and industrial permitting, engages in long range community planning and zoning enforcement, and coordinates a variety of regional programs in the unincorporated areas of Ventura County.

The chief responsibility of the Planning Division is to regulate the use of land and structures, zoning, subdivision regulations, signage, filming, growth management, and environmental protections within unincorporated areas of the county. Using these regulations and others, the Planning Division issues permits for uses and structures and enforces both permit conditions and maintains consistency with the County’s Zoning Ordinances and General Plan.

Our website is designed to inform and educate the public about the services we provide and to allow easy access to planning documents and studies, environmental documents, Zoning Ordinances, the County General Plan and Area Plans, permit application materials, meeting agendas for the Planning Commission and other hearings, and relevant census and demographic information.

Solid Waste Program Notices

In compliance with Sections 21660. and 21660.1 of Title 27 of the California Code of Regulations, the Environmental Health Division acting as the Local Enforcement Agency (LEA) for solid waste facilities and operations, and the applicant (operator), are required to prepare a temporary public notice of new solid waste facility applications and proposed changes to the Report of Facility Information (RFI). California Accidental Release Prevention (CalARP) Program Notices

Pursuant to Title 19 of the California Code of Regulations, Section 2745.2, the Risk Management Plans (RMPs) listed below are available for the required 45-day Public Review and Comment period.  To view the full RMP, please call the Environmental Health Division at 805/654-2813 to schedule an appointment with someone from the Hazardous Materials Section.

Temporary Waiver of Solid Waste Facility Permit Terms - Simi Valley Landfill & Recycling Center

The Environmental Health Division (Division) as the Local Enforcement Agency (LEA) has received and approved a request for temporary waiver of solid waste facilities permit terms (Waiver) for the Simi Valley Landfill and Recycling Center (SVLRC).

The LEA is certified by the California Department of Resources Recycling and Recovery (CalRecycle), to enforce state laws and regulations at solid waste sites within the County of Ventura, including all active landfills and transfer stations.
