Non-Coastal Zone Landscaping Ordinance Update

On March 9, 2021, the Board of Supervisors adopted an update to the Non-Coastal Zoning Ordinance landscape regulations. The ordinance amendment updated and replaced the existing regulatory/guidance documents, including the 1992 Ventura County Landscape Design Criteria, with one set of clear development standards and incorporated references to State-mandated water conservation laws that apply to land use projects (California Model Water Efficient Landscape Ordinance (MWELO)).

In response to the Board of Supervisors direction, the adopted amendments promote the use of native plants and other pollinator-friendly landscaping practices meant to support and attract beneficial vertebrates and invertebrates, such as bees, butterflies, moths, bats and hummingbirds. The project also included the development of a Pollinator-Friendly Landscape Guidelines brochure for applicants and members of the public.
