Water Well Permit Restrictions

The moratorium on new well permits enacted by Ventura County Ordinance No. 4468, Section 4826.1 Water Well and Water Well Permit Prohibitions was lifted in the unincorporated area for each affected basin when the Groundwater Sustainability Agency for the basin adopted and submitted to the California Department of Water Resources a Groundwater Sustainability Plan. As of January 31, 2022, this requirement has been met for all high- and medium-priority basins in Ventura County.

Local well permit moratorium ordinances passed by cities and Groundwater Sustainability Agencies may still be in effect. Prospective applicants should contact the Ventura County Public Works Agency (VCPWA) before beginning the formal permitting process to find out whether your project falls within one of these areas.
