Building and Safety is a division of the Resource Management Agency (RMA) at the County of Ventura.
Our objective is to ensure that construction projects adhere to state and local laws for the design and construction of buildings and private structures.
The Building and Safety Division promotes and ensures that all new development in the County of Ventura is constructed in accordance with the highest standards of safety by following and enforcing State and local building standards for new construction.
This is done through the issuance and administration of building permits. The building permit process allows for the review and inspection of projects during design and construction to ensure the project will be in compliance with these standards.
We work with other RMA Divisions as well as other agencies in the regulatory process to ensure projects satisfy pertinent development requirements prior to commencing construction.
We also work with the Code Compliance Division to ensure that existing buildings and structures are maintained in a safe condition.
Building & Safety is responsible for enforcing various requirements associated with fire safety, structural safety, energy conservation, water conservation, sustainability, accessibility for disabled persons, and various other aspects that make the buildings in our community safe to use and occupy. The Ventura County Building Code contains references to the State Codes that are used in the State of California and lists those local construction standards used in Ventura County.
Building Permits are required for most construction projects in Ventura County. Please inquire with our Building and Safety staff at either of our two Building and Safety offices located in Simi Valley and Ventura for information about how to obtain a Building Permit for your project so that you can get started with construction.

Solid Waste Program Notices
In compliance with Sections 21660. and 21660.1 of Title 27 of the California Code of Regulations, the Environmental Health Division acting as the Local Enforcement Agency (LEA) for solid waste facilities and operations, and the applicant (operator), are required to prepare a temporary public notice of new solid waste facility applications and proposed changes to the Report of Facility Information (RFI). Temporary Waiver of Solid Waste Facility Permit Terms - Simi Valley Landfill & Recycling Center
The Environmental Health Division (Division) as the Local Enforcement Agency (LEA) has received and approved a request for temporary waiver of solid waste facilities permit terms (Waiver) for the Simi Valley Landfill and Recycling Center (SVLRC).
The LEA is certified by the California Department of Resources Recycling and Recovery (CalRecycle), to enforce state laws and regulations at solid waste sites within the County of Ventura, including all active landfills and transfer stations.
