Ventura County Building Code Update

The Ventura County Department of Building and Safety will update the Ventura County Building Code and adopt the 2018 International Property Maintenance Code. These Building Standards are updated and adopted every three years as mandated by State law.

The new standards include the 2019 California Building Code, the 2019 California Residential Code, the 2019 California Plumbing Code, the 2019 California Mechanical Code, the 2019 California Electrical Code, the 2019 California Energy Code, the 2019 California Green Building Code, the 2019 California Historical Building Code, the 2019 California Existing Building Code, and the 2019 California Referenced Standards Code.

The ordinance also amends certain provisions of the State Building Standards to maintain public safety in buildings by addressing local conditions associated with the climate, topography, and geology of Ventura County. These building standards are used for regulating construction in unincorporated Ventura County.

The Department of Building and Safety is seeking public comments on this proposed ordinance prior to adoption. Public comments will be reviewed and evaluated until Friday September 6, 2019. 2019 California Building Standards Code – Now Available NEW!


Welcome to Building and Safety. Building and Safety is a division of the Resource Management Agency of the County of Ventura.

Our objective is to ensure that new and remodel construction adheres to state and local laws for building, electrical, mechanical, and plumbing codes.

The Building and Safety Division promotes and insures that all new development in the County of Ventura is constructed in accordance with the highest standards of safety and that all existing structures are maintained in a safe condition.

The Building & Safety Division achieves this goal by issuing permits and conducting field inspections of construction work for compliance with those codes.

Building & Safety is responsible for enforcing various requirements associated with planning, zoning, and property maintenance as outlined in the Ventura County Building Code. This is achieved through the Building & Safety’s Code Enforcement Section.

Building Permits are required for certain types of construction or remodeling.

There are specific issues for residential, multi-family and commercial construction.

For Building Inspections, our goal is to provide timely inspections of construction activities for builders and consumers so the built environment meets established standards and so the construction progress is not unnecessarily hampered.


Public Counter Hours

Beginning June 18, 2018 - the Monday through Thursday hours will be changing. Ventura Office counter hours will be closing at 4:30 pm (for all transactions).

The Public Counter staff provides information about Building and Safety services.  Services include the issuance of building, mechanical, electrical, and plumbing permits and the review of engineering plans.

Monday – Friday 7:30 am - 4:30 pm
Plan Check Submittal and Permit Issuance (No financial transactions ½ hour before closing)

Payment of Fees and Charges

The Building and Safety Division accepts the following forms of payment: credit cards, cash, and check or money order made payable to County of Ventura, Building and Safety Division. Please see Fee Schedule here.
