Welcome to the Building and Safety Division of the County of Ventura Resource Management Agency. 

Building and Safety (B&S) is the agency responsible for issuing building permits for new construction in the unincorporated areas of Ventura County. 

The Building Permit process is designed to ensure that buildings and structures are safe for the public to use and occupy, as well as energy efficient, water efficient, and reasonably sustainable with the earth’s resources. This process also ensures that non-residential and multi-family buildings are reasonably accessible for use by disabled persons.

Our engineers, inspectors, and permit technicians are here to help you navigate the permitting process, which includes Plan Review, Permit Issuance, and Inspections to ensure the design and construction of buildings meets or exceeds minimum State and local construction standards. Building and Safety also verifies that other agencies having jurisdiction for enforcing construction regulations, or for collecting development fees, have cleared the project for issuance of the Building Permit.
