Cross-Connection Control & Backflow Prevention

The VC Environmental Health Division (VCEHD) requires that the following Code of Conduct is followed by all backflow prevention assembly testers registered to conduct tests in Ventura County:

1. Testers must possess a current tester registration number (CI000XXXX) issued by VCEHD to perform tests on backflow prevention assemblies within Ventura County.

2. Testers are strictly prohibited from knowingly falsifying field results of backflow prevention
assemblies. Examples of such misconduct include:
• Submitting test reports for tests they did not conduct.
• Undertaking unnecessary repairs.
• Lacking proper backflow registration required for testing in Ventura County.
• Failing to adhere to the established test procedures outlined by VCEHD.
• Using unauthorized equipment for backflow testing.

3. Testers must not remove, replace, or relocate a backflow assembly without obtaining explicit approval from the respective water purveyor or VCEHD.

4. Within 20 days of test performance, irrespective of the test outcome, all backflow assembly test reports must be promptly submitted to VCEHD. In case of any specific issues related to the test or the test report form, the tester is required to contact VCEHD.

5. All backflow reports must be submitted using the designated online portal Ventura County Citizen Access or the Ventura County Backflow Test app. These reports should be clear and contain all relevant information pertaining to the conducted test(s).

6. Testers must adhere strictly to their registration period and must not conduct any test beyond the expiration date of their registration. Performing tests outside the valid registration period is strictly prohibited.

7. Testers bear the responsibility of promptly informing VCEHD about any changes in their contact information (e.g. address, email, or phone numbers). To report changes, please contact (805) 654-2436 or email EHDBackflow@Ventura.org.

Any tester failing to comply with the provisions of this Code of Conduct is subject to disciplinary action. The results of the action can be the loss of testing privileges in Ventura County. Also, it can be a misdemeanor violation to knowingly file a false test report.
