Mobile Home Park Rent Control Program

Notice: Rent increases at mobilehome parks in unincorporated Ventura County are governed by the Ventura County Mobile Home Park Rent Control Ordinance. The Ordinance authorizes ministerial rent increases aligned with the Social Security Cost of Living Adjustment (COLA) between 2% and 8% each year. On October 12, 2023, the Social Security Administration announced that effective January 2024, the Social Security COLA is 3.2%. This is based on the increase in the Consumer Price Index (CPI-W) from the third quarter of 2022 through the third quarter of 2023. Therefore, pursuant to Section 81005 (b) of the Ordinance, a maximum rent increase of 3.2% will be permitted in mobile home parks subject to rent control for ministerial rent increases instituted from January 2024 to December 2024.

The County of Ventura has a Mobile Home Park Rent Control ordinance originally adopted in 1983, which regulates rent increases in mobile home parks within the unincorporated areas. The ordinance is codified as Ordinance No. 4620 of the Ventura County Ordinance Code. It was adopted to protect the owners of mobile homes from unreasonable rent increases while at the same time recognizing the need of mobile home park owners to receive a fair return on their investment and rental income sufficient to cover expenses.

The Ventura County Board of Supervisors appointed a five-member Mobile Home Park Rent Review Board (RRB). The RRB meets quarterly and is responsible for rent stabilization through the Mobile Home Park Rent Control Ordinance. Planning Division staff reviews mobile home park owners’ annual proposed rent increase applications for completeness and consistency with the adopted ordinance.

The Rent Review Board is comprised of five members appointed by the Board of Supervisors who effectuate the provisions of the Ordinance. The RRB currently includes the following members:

RRB Meetings

The RRB meets quarterly in February, May, August, and November at 1:00 p.m. in the Multipurpose Room, which is located on the third floor in the Ventura County Government Center, Hall of Administration Building, 800 S. Victoria Avenue, Ventura, CA, 93009.

On September 26, 2023, the Board of Supervisors approved and adopted amendments to the Mobile Home Park Rent Control Ordinance. The most current version is Ordinance No. 4620, which became effective on October 26, 2023.

Mobile Home Parks within Unincorporated Ventura County

There are a total of 25 mobile home parks located in the unincorporated Ventura County. Most of the mobile home parks in unincorporated Ventura County (18 of 25) are located in Supervisorial District 1. The remaining seven mobile home parks are located in Supervisorial Districts 2, 3, and 5. Supervisorial District 4 has no mobile home parks subject to the Ventura County Rent Control Ordinance.

Mobile Home Park Rent Control Program Status Reports

The Ordinance specifies that the RRB render “a triennial comprehensive written report to the Board of Supervisors concerning its activities, holdings, actions, results of hearings, and all other matters pertinent to this Chapter which may be of interest to the Board of Supervisors.” (Section 81004 (e) of Ordinance No. 4620). State Mobilehome Park Residency Law 

The State of California Mobilehome Residency Law   contains many provisions related to park maintenance, park tenancy and other issues related to mobilehome living. Sometimes, in mobilehome parks, disputes can arise between mobilehome/manufactured homeowners and park management. To help resolve some of these disputes, California created the Mobilehome Residency Law Protection Program (MRLPP) through the Mobilehome Residency Law Protection Act of 2018, Assembly Bill 3066.
