NEW! On April 16, 2024, the property owner obtained a Zoning Clearance from the Planning Division and a Building Permit from the Building and Safety Division for the removal of structures and equipment and for a temporary construction trailer at the former Santa Clara Wastewater Treatment Facility, located at 815 Mission Rock Road, unincorporated area of Santa Paula.

3/26/2024- Board of Supervisors revoked Conditional Use Permit No. 960, as modified by LU06-0011 that authorized the use of a wastewater treatment facility. Click here to view the County’s Notice of Final Decision letter and Resolution No. 24-0032.

1/3/2024- The property owner of SCWW was notified by letter on January 3, 2024, that the Planning Division has scheduled a hearing before the Board of Supervisors on March 12, 2024, to recommend revocation of the land use permit for the wastewater treatment facility (Conditional Use Permit No. 960, as modified by Modification No. LU06-0011). 9/1/2023The Planning Division received some public inquiries in response to the Planning Director’s August 16, 2023, letter to the property owner and applicant regarding the demolition and removal of equipment and structures from the property. The Planning Division’s September 1, 2023, response to these inquiries is available in English and Spanish.

8/16/2023- Modification Application PL15-0106 was withdrawn by the applicant on July 28, 2023. Click here to view the Planning Division’s response letter and the applicant’s cancelation request.

01/2023- During January 2023, the applicant has been in contact with the Planning Division about their anticipated revisions to the current scope of work. The applicant is working on assembling a complete application packet, which is anticipated to be submitted in the next few months.

4/5/2022- The applicant requested to suspend processing of the current application for an additional six months until December 22, 2022, to evaluate project improvements that will be considered in the EIR process.  3/8/2022- The draft environmental document (i.e., Mitigated Negative Declaration (MND)) for the proposed project was circulated for public review for 45 days from October 14, 2021, to November 30, 2021. The environmental document, initial study, and attachments can be viewed here (see PL15-0106). The Planning Division received 96 individual public comment letters in response to the draft environmental document. Based on the public comments received and further research on applicable case law, the Planning Director determined that there is substantial evidence in the record that demonstrates a fair argument that aspects of the project, either individually and/or cumulatively, could create a significant effect on the environment. Furthermore, it has been determined that one or more of these potential problems cannot be reduced to an acceptable level. Therefore, the Planning Director has determined that an Environmental Impact Report (EIR) instead of an MND must be prepared for the proposed project.

Summary of Project Description

RI-NU Services, LLC requests to update and reestablish a Conditional Use Permit to operate a wastewater treatment facility at 815 Mission Rock Road. This facility would continue to accept wastewater, such as, but not limited to, porta-potty waste, septic tank waste, and oilfield wastewater. The wastewater will be treated onsite to separate solids and liquids, consolidate the treated wastes, and then truck the treated wastes to off-site permitted disposal facilities.

In addition to the request to reinstate the CUP, the applicant proposes some modifications to the operation:

    • The facility will be expanded by 1.67 acres, for a total of 6.65 acres, to make space for a new laboratory, equipment, and onsite truck circulation;
    • The process for treating porta potty waste and septic waste (i.e., domestic waste) will be conducted within enclosed equipment to minimize odorous emissions;
    • Re-design the layout and operations of the facility so that the treatment and processing equipment are located further from the agricultural areas that are next to the project site;
    • The facility will no longer accept any wastewater contained in plastic storage containers called totes;
    • Add four new buildings: an office, laboratory, hazardous materials storage building, and employee breakroom;
    • Add a new septic system to service the office restroom and the laboratory restroom;
    • Establish employee hours with three shifts over a 24-hour day. Waste hauling trucks will operate Monday through Friday, 7 a.m. to 7 p.m., and Saturday, 8 a.m. to 3 p.m.;
    • Establish a maximum number of truck trips to 100 per day with an overall maximum of 500 trucks per week.
    • Limit the daily quantity of wastewater received and treated onsite by restricting the size and number of delivery trucks. RI-NU Services, LLC proposes to reload the wastewater delivery trucks with haul away treated water to off-site disposal facilities (referred to as “back-hauling”) in order to limit the number of total truck trips coming and going from the site.
