Farmworker Housing Standards in the Non-Coastal Zone (Housing Element Program)
In order to address the County’s Housing Element Program 126.96.36.199(8), Planning Division staff is in the process of evaluating development standards applicable to discretionary farmworker complexes and adopt new or amend existing development standards, if warranted, to facilitate more construction of these units. Any updates to the existing development standards will be conducted in consultation with farmworker housing organizations.
In addition, it is anticipated that amendments to the Non-Coastal Zoning Ordinance will be required, for consistency with State Law to implement the Employee Housing Act (California Health and Safety Code, Section 17000-17062.5), regulated by the California Department of Housing and Community Development.
It is expected that the ordinance amendments will be brought to the Board of Supervisors by the early 2021, and post-adoption tasks (such as preparation of public information materials and updates to permitting documents) will be completed by mid-2021.

Agricultural Policy Advisory Committee -
Planning Division staff presented an item to the Ventura County Agricultural Policy Advisory Committee (APAC) via Zoom on Wednesday, December 9, 2020, to get early feedback from the Committee on proposed zoning ordinance amendments to Farmworker Housing regulations in the non-coastal areas of the County. Staff summarized preliminary draft concepts in a presentation with a discussion to follow. See the staff presentation to APAC here. Staff will return to APAC with draft ordinance language in early 2021.
