Go All-Electric Voluntary Incentive Program with images of electric stove, home construction, and a man adjusting an electric water heater. Sponsored by County of Ventura's Resource Management Agency.

VENTURA, Calif – On September 24, 2024, the County of Ventura Board of Supervisors adopted an ordinance that removes the mandate from the 2022 Ventura County Building Code requiring all electric appliances and equipment for new residential and non-residential construction, as well as large additions and renovation projects. In conjunction with this ordinance, the Board also adopted a Resolution by approving a new incentive program to encourage voluntary installation of all-electric equipment and appliances in new construction projects.

“Our Building & Safety Division is highly encouraging homeowners, contractors, and developers to “Go All-Electric” with new construction projects,” said Ruben Barrera, Building & Safety Director. “Using electric appliances and equipment rather than natural gas will reduce greenhouse gas emissions from your building’s heater, water heater, kitchen range, and other appliances and equipment. Going “All-Electric” better aligns our communities with the County’s greenhouse gas reduction strategies identified in our Climate Action Plan.”

Under the new program, projects that voluntarily opt to go all-electric will receive a 50% reduction in fees for expedited plan reviews. This incentive is designed to support builders with demanding construction timelines by expediting the building permit review process for faster approvals. The ordinance and the resolution become effective for new building permit applications submitted on or after the program effective date of October 24, 2024.

Please note: Only NEW residential and non-residential construction and large additions/renovation projects are eligible for the incentive.

Builders and developers are encouraged to contact the Building & Safety Division at the Ventura County Government Center – Hall of Administration to learn more about the “Go-All Electric” program and its benefits. View the full text of the approved Ordinance and Resolution here.
