Proposed Ordinance Amendments Consistent with State Housing Law

County Planning staff is proposing text amendments to the Non-Coastal and Coastal Zoning Ordinances to implement Programs HE-M (Density Bonus Ordinance Updates) and HE-N (Zoning Code Amendments for Special Needs Housing) of the 2021-2029 Housing Element. Specifically, revisions to the Coastal Zoning Ordinance address regulations for density bonus provisions, transitional and supportive housing, residential care facilities for six or fewer persons, and reasonable accommodations for people with disabilities, consistent with state law.

Planning staff presented the proposed text amendments to the Ventura County Planning Commission on Thursday, October 17, 2024. The Planning Commission recommended a 5-0 approval of the proposed amendments to the Board of Supervisors. (See hearing materials here). Staff is scheduled to present the proposed text amendments to the County Board of Supervisors on Tuesday, December 17, 2024.
