On September 15, 2020, the Ventura County Board of Supervisors adopted the 2040 General Plan and certified the project’s Environmental Impact Report and related documents. The adopted 2040 General Plan became effective on October 15, 2020, thirty (30) days following its adoption by the Ventura County Board of Supervisors.

On February 7, 2023, the Board of Supervisors approved a Resolution implementing clarifications for certain policies and programs contained within the 2040 General Plan. The County of Ventura’s 2021-2029 Housing Element, which is one of nine elements in the County's 2040 General Plan, was adopted by the Board of Supervisors on October 12, 2021, and certified by the California Department of Housing and Community Development (HCD) on December 22, 2021. The General Plan, which is mandated by State law, sets forth the goals, policies, and programs the County will implement to manage future growth and land uses. The General Plan, adopted by the Board of Supervisors, embodies the vision for the future of unincorporated Ventura County.
