GP annual progressState law requires that the County of Ventura publish an annual progress report on the status of its adopted General Plan as well as its progress in fulfilling its share of housing needs outlined in the Housing Element by April 1st every year. This report is submitted to the Office of Planning and Research (OPR) and State Department of Housing and Community Development (HCD) respectively.

The Ventura County General Plan was adopted by the Board of Supervisors on September 15, 2020, which includes a timeframe until 2040. In addition, the Board of Supervisors adopted the 2021-2029 Housing Element addressing the 6th Regional Housing Needs Assessment (RHNA) cycle on October 12, 2021, and was certified by HCD on December 22, 2021.

The State-Mandated Annual Progress Report provides an overview of the actions taken by the County during the previous calendar year to implement the programs in the 2040 General Plan, and to meet regional housing needs during each RHNA cycle.

Note: The 2022 State-Mandated Annual Progress Report included the County’s progress for the first year of the 2021-2029 Housing Element (i.e., 6th RHNA cycle).
